Worcestershire County Council wished to relocate the Christopher Whitehead school a distance of 2km from the middle of a residential area to the western edge of the city. In transport terms the site was less sustainable owing to the fact that the majority of students walked to the existing school. Dean’s evidence accepted this fact and concentrated on measures to mitigate the impact of the move. The case failed on the fact that the Council had not demonstrated that the school could not be redeveloped at its existing location.
